Wifi doesn't work for such humongous distances, as you stated. WiMAX which is an IEEE standard for wireless communication beyond Wifi and WLAN is based upon meshing together hotspots to cover large distances thus enabling internet access without cable/DSL/etc.
I don't think WiMAX is commercially viable in India, at this point of time.
